It is not only in the USA but definitely more pronounced there than anywhere else since the US used to lead in education at all levels.  Now, only the universities reign supreme and its not because the halls are filled with Americans, but precisely because they are filled with foreigners, that they are able to continue to be the torch bearers while the rest of the world only follow.

But as primary and secondary schools continue to decline in quality, it is only a matter of time before the entire notion of an American education will lose its appeal altogether.

Over here in the UK, universities are accused of cheapening their degrees by passing foreign (rich) students who barely know English…

Really, even the top universities are doing that? I would think only the so-so universities would need to do that. Also, many graduates of American UNiversities also can’t speak English properly but they are brilliant nonetheless.
